Dr Flem Josenge is the scientist who narrated the Project Veilbreak “Log 1” recording played to Hugo by The Black Mask in session 4. The recording - opened at [1] and signed off at [2] - describes the experimental procedure that killed 50% of the 140,000 candidates within 24 hours, replaced their blood with viscous glowing fluid, and rewrote their biology at a cellular level. Hugo did not recognise the name [3] and subsequently named the doctor as the assassination target in his pact with the Mask [4], contract clause confirmed [5]. The s4 transcript rendered the sign-off as “Dr Phlegm Joe Singe” through Whisper-mangling; the canonical name is Dr Flem Josenge per the DM corrections register. He has not appeared on-screen.

Overview
Dr Flem Josenge is the scientist who narrated the Project Veilbreak recording played to Hugo by The Black Mask in session 4 [1]. The recording describes the project’s first phase: 140,000 candidates, an injection of “[Redacted]” that killed 50% within 24 hours, viscous-fluid blood replacement, biology rewritten at a cellular level, two rounds of 1-of-100 arena combats, seven survivors. The clinical voice of the recording is the closest the campaign has come to direct Ascendancy-internal documentation.
Hugo’s pact with the Mask includes a clause: help killing this doctor. The clause is open. He has not appeared on-screen and no current location is established in transcripts.
The “lead doctor” referenced by the Black Mask in s12 is presumed to be Dr Flem Josenge, unless later clarified.
