They have not appeared on screen by session 16. The closest in-fiction sighting is the “odd masked tax agent from Velkris” who shakes down shops in the Velkris vassal village of Mirestrand [1], which the world brief equates with the Order’s collection function. Future-relevant: the party has two open Velkris referrals from The Broker (the Duskwatch shipping ledger for Silent Intake, [3]; and Aurelian-conspiracy intelligence, [4], and any visit to Velkris will route through the Veil’s territory.
Overview
The Order of the Veil is the named enforcement order of Velkris, the Veiled Gate. The world brief describes them as masked enforcers responsible for tax collection, magical registration, and debt enforcement — the operational arm of the Council of Factors’s commercial empire.
The Order has not appeared on screen through session 16. The party has not visited Velkris. The closest the campaign has come to an in-fiction encounter is the “odd masked tax agent from Velkris” the party watched moving in and out of shops in the Velkris vassal village of Mirestrand in session 4 [1], L1428). The world brief frames the Order as the collectors of exactly that kind of street-level tax, so these are most likely the Order — or affiliated agents — but the Order is not named on the page.
This article is a stub built almost entirely from the pre-campaign world brief, with two thin in-fiction sightings to anchor it.
What the world brief says
Per the faction bible entry on Velkris:
- The Order of the Veil are masked enforcers who patrol the city’s streets and canals.
- Their remit covers three things: ensuring taxes are paid, magic is registered, and debts collected without question.
- The taxes they enforce are the River Passage Levy, the Current Tithe, and the Breathing Tax (the daily surcharge on goods stored in Velkris’s marble warehouses — “even the air costs gold here”).
- They sit downstream of the Council of Factors (Velkris’s five merchant families) institutionally; the Council sets policy in the Silent Hall, the Veil enforces it on the streets, and the registrations are filed in the High Registry. The Veil also has a daily presence around the Grand Exchange — Velkris’s central market — auditing licensed spellworker desks and tax-flagging movement of high-value goods.
- The world brief also nods to the Order’s rumoured magical infrastructure: the drowned vaults beneath Velkris are said to hold debtors who couldn’t pay, “their souls trapped in silent darkness to power the Veil’s hidden magics.”
These are pre-campaign canon, not yet confirmed in transcript.
In-campaign references (so far)
The Order is not named in any transcript through session 16. Two adjacent sightings are the closest the corpus has:
- Session 4 — Mirestrand, masked tax-agents. As the party arrived in Mirestrand (a Velkris vassal village south of Gloamhearth), the DM described the place as functionally an extension of Velkris and seeded the masked-collector imagery directly:
“you also notice the odd masked tax agent from Velkris that seemed to come in and collect coin from shops and then disappear quickly.” — Nick (DM), [1]
On the way out of Mirestrand a session-day later, the same imagery recurred: “the odd masked person running around coming into shops and then exiting rather quickly with what looks to be a pouch” [2]. The Order isn’t named, but the function — masked, Velkris-aligned, collecting coin — matches the world-brief description of the Veil’s tax-collection remit.
Session 7 — The Broker’s Velkris referral. The Broker pointed the party at Silent Intake, the counterfeit-document organisation in Velkris, as the buyer for the Duskwatch shipping ledger they’d recovered from Maelis Dirn: “You’d find it near the entrance to Velkris. Look for the Talking Skulls” [3]. Any pursuit of that lead routes the party through Veil-controlled streets.
Session 10 — The Broker re-recommends Velkris. The Broker described Velkris as “the city of money” and the obvious destination for selling Aurelian-conspiracy intelligence [4]. Same implication: a Velkris approach lands the party in Veil jurisdiction.
That is the entirety of the in-fiction material. The Order itself remains unnamed in transcript.
Why this matters for the party
By the end of session 16 the party has multiple plot threads pointing at Velkris:
- The undelivered Duskwatch shipping ledger (session 6 onwards), with Silent Intake as the Broker’s recommended buyer [3].
- The Aurelian-conspiracy intelligence recovered around the Eldwythe arc, with Velkris as the Broker’s recommended market [4].
- An open route choice at the close of session 16, where the DM put Velkris on the table as one of three destinations: “Or do you turn around for Vel’Kris and follow Malus’ trail?” [5].
If the party turns west to Velkris, the Order of the Veil is the visible state interface they will hit first — at the river chains, at the warehouse gates, and on the canal patrols. The world brief’s “magic is registered” line is the most operationally consequential: a party with a Bladesinger, a warlock pact, an Aurelian-marked paladin, and a Hat of Disguise does not slip past mandatory magical registration without thought.
The drowned-vaults rumour — debtor-souls powering the Veil’s hidden magics — is the world brief’s headline mystery for the Order. Whether it is literal or metaphorical is the kind of thing only an on-screen Velkris arc would resolve.
Status as of session 16
Unmet. Referenced obliquely via the s4 masked tax-agents and the s7 / s10 Broker referrals. The Order itself has not been named in transcript. Promote from stub when the party either visits Velkris or encounters a Veil agent on screen.
